Abstract

Abstrak Harta sebagai salah satu instrument penting dalam pergerakan ekonomi perlu untuk dilestarikan keberadaaannya. Salah satu perilaku yang dapat merusak harta adalah perilaku konsumsi yang tidak sesuai dengan kebutuhan atau pendistribusian yang tidak tepat sasaran. Berkaitan dengan konsumsi harta, Al-Qaradawi memiliki pandangan yang dapat menjadi solusi agar terhindar dari konsumsi bunga bank yang dianggap riba oleh sebagian orang, yaitu menurutnya bunga bank yang dihasilkan dari sistem bagi hasil atau kerja sama bukan termasuk riba yang diharamkan. Dalam distribusi harta, Al-Qaradawi memiliki pandangan terhadap pendistribusian zakat agar dapat tepat sasaran dan sesuai dengan maqasid syari’ah dalam pensyariatan zakat yang mana hal ini juga menjadi salah satu fokus dan konsen dalam kajian maqasid syari’ah. Pandangan tersebut mewakili dari pandangan-pandangannya yang lain untuk menarik minat peneliti untuk meneliti lebih jauh pemikiran Al-Qarad}a>wi atas harta dalam tesis bergenre studi tokoh dengan judul “Konsep Harta Menurut Yusuf Al-Qaradawi Perspektif Maqasid Syari’ah”. Penelitian ini dimaksudkan untuk menguak konsep harta menurut Yusuf Al-Qaradawi dan pandangan maqasid syari’ah sebagai metode menemukan hikmah dibalik hukum atau teori atas konsep harta menurut Yusuf Al-Qaradawi. Penelitian ini merupakan jenis penelitian pustaka (library reseacrh), dimana peneliti melakukan penelitian dan mengkaji data-data yang diperoleh dari buku dan juga literatur yang bersinggungan misanya berbagai artikel-artikel yang terdapat dalam jurnal yang erat kaitannya dengan konsep harta. Pendekatannya dengan melalui pendekatan maqasid syari’ah. Adapun hasil penelitiannya adalah konsep harta menurut Yusuf Al-Qaradawi yaitu 1) harta dapat menjadi perantara untuk meningkatkan ketaatan atau sebaliknya, 2) kepemilikan manusia terhadap harta adalah hanya sebatas kepemilikan sementara atau al-istikhlaf, 3) peran etika dan akhlak pada perekonomian yaitu pada sektor produksi, konsumsi, dan pendistribusian harta. Sedangkan tinjauan maqasid syari’ah pada konsep-konsep harta tersebut yaitu harta dapat menjadi perantara untuk meningkatkan ketaatan atau sebaliknya sebagai wasilah lihifzi ad-din, maqasid khassah, dan zari’ah yang perlu untuk direalisasikan, konsep al-istikhlaf merupakan maqasid ‘ammah, sedangkan peran etika dan akhlak pada perekonomian yaitu pada sektor produksi, konsumsi, dan pendistribusian harta merupakan wasilah lihifzi al-mal yang sifatnya daruriyyat, maqasid khassah, dan zari’ah yang perlu untuk direalisasikan. Abstract Assets as an important instrument in economic movement need to be preserved. One behavior that can damage assets is consumption behavior that is not in accordance with needs or distribution that is not on target. Regarding the consumption of assets, Al-Qaradawi has a view that can be a solution to avoid consuming bank interest which is considered usury by some people, namely that according to him bank interest generated from a profit sharing system or cooperation is not considered usury which is forbidden. In the distribution of assets, Al-Qaradawi has a view on the distribution of zakat so that it can be right on target and in accordance with maqasid syari'ah in zakat law, which is also one of the focuses and concerns in the study of maqasid syari'ah. This view represents his other views to attract researchers' interest in further researching Al-Qaradawi's thoughts on wealth in a character study genre thesis with the title "The Concept of Property According to Yusuf Al-Qaradawi, Maqasid Syari'ah Perspective". This research is intended to uncover the concept of property according to Yusuf Al-Qaradawi and the view of maqasid syari'ah as a method of finding the wisdom behind the law or theory of the concept of property according to Yusuf Al-Qaradawi. This research is a type of library research, where researchers conduct research and examine data obtained from books and also related literature, for example various articles contained in journals that are closely related to the concept of property. The approach is through the maqasid syari'ah approach. The results of the research are the concept of property according to Yusuf Al-Qaradawi, namely 1) property can be an intermediary to increase obedience or vice versa, 2) human ownership of property is only limited to temporary ownership or al-istikhlaf, 3) the role of ethics and morals in the economy, namely in sectors of production, consumption and distribution of assets. Meanwhile, the review of maqasid syari'ah on the concepts of wealth is that assets can be an intermediary to increase obedience or vice versa as wasilah lihifzi ad-din, maqasid khassah, and zari'ah which need to be realized, the concept of al-istikhlaf is maqasid 'ammah, Meanwhile, the role of ethics and morals in the economy, namely in the sectors of production, consumption and distribution of assets, is wasilah lihifzi al-mal which is daruriyyat, maqasid khassah and zari'ah which needs to be realized.
