Abstract

Headmaster has technical policies related to the management of islamic school in accordance with the provisions of legislation in force through islamic school work plan, and also set the job description and utilization of teachers and education personnel at the islamic school. Therefore headmaster at Islamic State Senior High School Majenang and Islamic Senior High School Pesantren Pembangunan Majenang have some consideration in order to raise, putting, until the dismissal of teachers and education personnel are in a position islamic school organization. This research used a qualitative approach with interviews, observation and documentation methods to describe the application of the existing promotion system in the Islamic Senior High School Majenang districts of Cilacap. Subjects in this research is that competent informants and using techniques snawball. Data were collected through interviews, observation, and review documents through the data analyzed descriptively qualitative. The results showed that in Islamic State Senior High School Majenang there are three systems namely; 1) the career system that promotion through the process of career path planned, both administratively and placement, 2) a democratic system that is a promotion of the technique of election for the post of deputy headmaster for qualified teachers, 3) a reward system that is promotion to the rank head librarian, head of the laboratory, and treasurer as evidenced certificate. Islamic Senior High School Pesantren Pembangunan Majenang in the implementation of the system of promotion is twofold; 1) a seniority system, where teachers and education personnel through the career path of teachers and education personnel specified length of employment, 2) a system of nepotism that promotion process based on the kinship of the office absolute right there on the prerogative of the head of the islamic school. Barriers to implementation of the system of promotion in Islamic State Senior High School Majenang currently on: 1) the placement office in accordance with the competence constrained due to lack of education and training, 2) the independence of the committee, because of interference of certain candidates. Barriers to implementation of the system of promotion in Islamic Senior High School Pesantren Pembangunan Majenang namely; 1) lack of availability of teachers and education personnel in accordance with their competence, 2) weak personnel management, resulting in unclear appointment process and placement positions.
