Abstract

Strategic planning to improve the quality of human resources is an important part of an organization or educational institution to realize the vision and mission of the organization. Thereforeplanning a strategy to realize Human Resources to be able to maintain the excellence of the institution in the future. The Islamic Education Institute of Sambas Purbalingga strives as much as possible to get the human resources needed for some of the schools / madrasahs it manages in accordance with qualifications through human resource planning. Sambas Purbalingga Educational Institution condition that continues to grow, would require strategic planning more mature and complex human resources to improve the quality of education in order to compete with other similar institutions in the future. This study aims to describe the strategic planning of human resources at the Institute of Education Istiqomah Sambas which includes the strategic planning of educators and employees, recruitment and selection of educators and employees. To explore human resource strategic planning at LPI Sambas Purbalingga, the writer uses qualitative research because this research is intended to describe and analyze strategic planning in LPI Sambas in preparing human resources as educator and education staff, and analyzing the development of new things that make LPI Sambas become Superior educational institutions in Purbalingga district. Data collection techniques used observation, interview and documentation. The results of the study show that; 1) improvement in the quality of human resources at LPI Sambas Purbalingga is more focused on short and medium term planning, which has been referring to the quality policy of ISO: 9000 in 2015 set by LPI Sambas. The new long term HR quality improvement strategic planning is planned in 2018 as an existing Human Resources solution. 2) LPI Sambas in implementing itsstrategic Human Resourcesquality improvement begins with the maintenance awards, and improvement of human resources education to face the challenges of a complex future, especiallythe culture of modern technology and globalization.
