Abstract

Bangga Mbangun Desa policies initiated by the local government county of Cilacap is a guide for government institutions, private, and community development in Cilacap regency-oriented countryside without leaving the city setup. However, many argue that such policies have not led to tangible results, because there are still many regions especially in remote Cilacap regency untouched development and improvement in standard of living. This type of research is the field research conducted in Cilacap district government agencies. In data collection, the author uses the method of documentation, interviews, and observation. The data analysis techniques in the field, the author uses descriptive-qualitative analysis techniques with models, Miles and Huberman. These activities include the data reduction, display data, and conclusion drawing/verification. Based on the research results, Bangga Mbangun Desa policy has four pillars include: (1) the pillars of education; (2) the pillars of health; (3) the pillars of economic; and (4) the pillars of socio-cultural environment. In its implementation, Bangga Mbangun Desa policy has not been carried out thoroughly. However, there are some findings as follows: (a) the pillars of education, the government is targeting the 9-year compulsory education program (at least completed Junior High School). However, the program still has not achieved the expected goals because the average education of new residents reaches the secondary class VII, or recently graduated on the level of SD; (b) the pillars of health, there is a decrease in infant mortality, maternal mortality, and the affected child malnutrition as well as communities began to be aware of clean and healthy lifestyles; (c) the pillars of economic, the community's per capita income each year is increasing. However, unemployment has also increased. This indicates the distribution of income inequality still happening and wealth; (d) the pillars of socio-cultural environment, there is an increase against the construction of infrastructure such as roads and the availability of open green space. However, not offset by an increase in irrigation for agricultural lands and settlements livable. Bangga Mbangun Desa policy has not been in accordance with the concept of economic development. Because in the economic development of Islam, its primary purpose was how poverty, unemployment, economic and social inequalities between individuals can be resolved, so that the welfare of the human race can be achieved. However, Bangga Mbangun Desa policy to have implemented thoroughly and still seem to occur the existence of gaps in development between regions in Cilacap.
