Abstract

Education is a prerequisite and plays an important role in nation building. Primary education, especially primary school, is a strategic education for the continuation of the next level. It needs to be managed effectively by involving the community. Public participation in the implementation of education in Indonesia has been regulated in Law No. 20 of 2003. Community participation has an important role to improve the quality of education through various forms of activities. Public participation in education includes the participation of individuals, groups, families, professional organizations, employers, and community organizations in the implementation and quality control of education services. Communities can participate as sources, implementers, and users of educational outcomes. The general focus of this research is the participation of the community in improving the quality of education. In particular, the focus of research is directed to the following three aspects: (1) community participation in improving the quality of education, (2) elements of the community participating in improving the quality of education, and (3) indicators of achievement of primary school quality based on community participation. This study uses a qualitative approach, which refers to phenomenological. The design used in this research is multi case study (multiple case study). The location of this research is in two schools (in this case MI Ma'arif NU 1 Pageraji and MI Ma'arif NU 1 Langgongsari) in Cilongok Sub-district of Banyumas Regency. The determination of research subjects was chosen based on purposive sampling. Data collection is done by in-depth interview, observation, and documentation. The conclusion of this study there are three formulations include: First, the participation of the community in improving the quality of education in the form of participation in the financial field; academic field; material field; the field of academic culture; field of academic evaluation. Second, the participation of the community in improving the quality of education is done by various elements of society both individually and organized; the type of community that participates more is individual, while the organized includes the school committee. Third, indicators of educational quality attainment based on community participation include academic achievement, graduates, organizing activities and extracurricular achievements, as well as school conditions; and school facilities.
