Abstract
The position of Madrasah as one of the Islamic Education Institutional that have been managed for a long time to foster and develop the religious life in Indonesia. Madrasah, which is a system of education has the characteristic of Islam is one of the desire of Indonesians which are predomentaly muslim; in addition to the public education system. It has been known that the existence of madrasah ibtidaiyah (MI) up to now still survive along with the development and national education. However the performance of madrasah including madrasah ibtidaiyah (MI) until today is still very low. For that, this thesis will examine about the strategy of the ministry of religious affairs of cilacap district in improving the quality of madrasah ibtidaiyah (MI) in cilacap district. This research is presented in the form of descriptive qualitative, with data collection method of observation (participant observation), interview and documentation. Then the analyzed using interactive analytical model by miles and huberman with steps; data reduction, data presentation and data verification. The result showed that the religious ministry‟s strategy for improving the quality of madrasah ibtidaiyah (MI) in cilacap district in order to excel in academic and non-academic as well as meet the eight national education standards in accordance with regulation no. 19 in 2005 is by improving the quality of learning in madrasah ibtidaiyah (MI) through improving the quality of teachers, improving the learning models and learning media. Empowering the official forums related to madrasah ibtidaiyah (MI), such as POKJAWIS, KKMI and KKGMI and increasing its minimum service standards .
